I see the pattern: Authoritarians gain power so they can cast people out.

So the angels under Satan were God’s slaves or Satan’s slaves.
Answer: Satan and those under him were both slaves of God.
You can say God said all he created was good but he was sure quick to cast people out of Paradise and drown everyone in a Flood.
