I’m not sure what you’re asking. Are you asking if Yahweh (יַהְוֶה) can transfer magic powers to other people according to the text of the Hebrew Bible? I think that’s the idea of the “holy spirit” (רוּחַ הַקֹּ֫דֶשׁ), which Yahweh can place upon someone to bring them incredible strength, wisdom, or skill. What do you mean, though?

Just to be a nerd and pedant, the abbreviation is etc., not ect. It is short for et cetera, which is two words in Latin, meaning “and other things.” I’ve never heard of a weightlifter sharing his strength. I have no idea what that means.
