Read in a commentary that this verse is hard to understand. A note in the Nrsvue “31.22 Meaning of Heb uncertain”. So there is that.

I couldn’t help tying it back to an earlier verse, possibly making an inclusio over the larger text of Jeremiah 30:1-31:22.

Ask now and see:
Can a man bear a child?
Why then do I see every man
with his hands on his loins like a woman in labor?
Jeremiah 30:6

Both lines seem to contest the very nature of man and woman in a patriarchal society.
