According to 1 Chronicles 4: 31, Sha’arayim/Shaaraim, was one of thirteen cities where the descendants of the tribe of Simeon lived. Simeon was one of the 12 tribes of Israel, Judah was a different tribe of Israel. It is unlikely that this site was built by a tribe.
