I presume that they mean if you compare Matthew to Mark in the original Greek, portions of the text are identical, word for word (hence verbatim). There might be differences when those sections are translated, although one would think that they would tend to translate the same Greek as the same English (or whatever language the final product might be in). And the widely held assumption is that Mark came first, thus that Matthew is coping from Mark.
