How christians reconcile views from Romans 12 "Submission to Governing Authorities"

I’m just curious how some christians might view this advice from Paul in Romans chapter 12 on submission to government authorities, especially verses 6-7 on paying taxes.  My view seems to put modern conservative christians at odd with these statements, given their staunch view on taxes, well, and a slew of other issues.  Understandably these statements from Paul don’t work very well in our modern form of government, but the Greeks had a similar Republic system did they not? Also I would think that a large number of members of our 3 pronged system in the US, (in that a higher percentage of people of higher intelligence/education are atheist/agnostic), are from this same atheist/agnostic camp not simply “God’s servants” as Paul desrcibes. I’ll note that the intelligence/agnostic correlation does seem to only be prevelant in wealthy/western cultures according to studies.
